The rev counter receives pulses from the ignition pack. These appear to be standard TTL levels (0-5V) with a duty cycle of ~5% and a frequency of twice the engine speed e.g. 25ms period at 1200RPM. There is a small amount of overshoot and ringing, but nothing excessive.
